Council forms Charter Revision Commission

    The Miami Lakes town council formed the Charter Revision Commission during its final meeting of 2025.

     The Charter Revision Commission meets every 10 years to review the town’s charter, which sets forth Miami Lakes’ form of government; election procedures; administrative processes; legislative rules and other topics. 

     The seven council members on Nov. 18 each named a resident to begin meeting in January. Mayor Josh Dieguez also appointed a current council member, Juan Carlos Fernandez, to serve on the commission. 

     According to the town’s charter, “if the charter commission determines that an amendment or revision is needed, it shall submit the same to the council...” 

     The seven appointees are: 

•  Former councilwoman and certified public accountant Marilyn Ruano, appointed by Councilman Alex Sanchez;

•   Lynn Matos, a Real Estate Associate and former member of the town’s Planning & Zoning Board, appointed by Councilman Juan Carlos Fernandez;  

•   Lawyer Javier Ley-Soto, general counsel for Miami Dade College and immediate past president of the Cuban-American Bar Association, was appointed by Mayor Josh Dieguez; 

•  Ramiro Inguanzo, assistant village manager for Bal Harbour, was appointed by Vice Mayor Bryan Morera

•  Homero Cruz, an architect and Planning & Zoning Board member, was appointed by Councilman Ray Garcia

•  Hector Abad, a former candidate for town council and a social worker in Miami-Dade County Public Schools was appointed by Councilman Steven Herzberg

•   David Bennett, a dentist and former candidate for town council was appointed by Councilman Angelo Cuadra Garcia.

     The commission will convene in January to begin reviewing the charter. Any changes will need to be submitted to the council by Oct. 1.
